Anthony E. Shorris is Senior Advisor at the firm of McKinsey & Company, focusing his work on real estate and public sector enterprises.  He also serves as John L. Weinberg/Goldman Sachs Visiting Professor at the Woodrow Wilson School and Public and International Affairs at Princeton University.  Mr. Shorris is a member of the boards of Federal Reserve Bank of New York Advisory Group, the New York City Independent Budget Office, the Regional Plan Association, Columbia University World Projects, and the New York City Ballet.

Prior to these appointments, Mr. Shorris served as the First Deputy Mayor (chief operating officer) of New York City from 2014-18, where he was responsible for managing the largest local government in the United States with over 375,000 employees and an $88 billion annual operating budget.  During his time leading the government, the administration implemented the nation’s largest early childhood education program, an affordable housing initiative for 300,000 units, a municipal identification card for over one million people, all while achieving the lowest crime rates and highest job growth in over fifty years.

Immediately before joining New York City government, he was Vice Dean, Senior Vice President and Chief of Staff of the New York University Langone Medical Center, one of the largest medical systems in the nation, with multiple hospitals and one of the country’s premier medical schools.  Before serving at the Medical Center, Shorris taught at New York University’s Robert F. Wagner School of Public Service and directed its Rudin Center for Transportation Policy.  From 2003 to 2007, he taught at Princeton University’s Woodrow Wilson School of Public and International Affairs where he also directed the university’s Policy Research Institute for the Region.

From 1984 to 1988, Shorris served as New York City’s Deputy Budget Director, where he was an architect of Mayor Edward I. Koch’s path-breaking Ten-Year Housing Plan.  Under Mayor Koch, he would go on to serve as the New York’s Commissioner of Finance from 1987 to 1989, running the largest local tax collection agency in the US.

From 1991 to 1995, Shorris served as First Deputy Executive Director of the Port Authority of New York and New Jersey, the oldest public authority in the nation and one of its largest, where he managed New York’s four international airports, five interstate bridges and tunnels, the PATH commuter railroad, three major seaports, and the World Trade Center.  He subsequently served as the 11th Executive Director (chief executive officer) of the Port Authority from 2007 to 2008.

From 2000 to 2003, Shorris was the Deputy Chancellor for Operations and Policy at the Board of Education of the City of New York, the largest public school system in the nation with more than one million students and 1,500 schools.  In 2006 to 2007, he also led the development of Governor Eliot Spitzer’s education reform initiative while serving as Senior Policy Advisor to the gubernatorial transition.
